Filer vs Non-Filer in Pakistan 2026: Tax Rates & BenefitsTax Tips

Ever paid a tax on your own money and wondered why your friend didn't? Chances are, the difference was one status: filer or non-filer.

In Pakistan, that single label decides how much tax you pay when you buy property, register a car, earn bank profit or withdraw cash. On a Rs 30 million plot, it can mean a gap of more than Rs 2.7 million.

This guide explains everything in plain language: who is a filer, who is a non-filer, the 2026-27 tax rates, the real benefits, and the exact steps to become a filer. You will also find a clear FAQ section at the end.

A filer is someone listed on the FBR's Active Taxpayer List (ATL). A non-filer is not on that list. Non-filers pay higher withholding tax on most transactions, often double and sometimes much more.

What Is a Filer in Pakistan?

A filer is a person or business that has filed an income tax return and appears on the Active Taxpayer List published by the Federal Board of Revenue (FBR).

Notice the wording: the list matters, not just the return. Filing your return is how you get on the list.

Here is what that means in practice:

  • You hold a National Tax Number (NTN), usually linked to your CNIC.
  • You have filed your income tax return for the relevant tax year.
  • Your name shows as "Active" on the ATL.

You do not need to earn a big income to be a filer. Salaried people, business owners, freelancers, students, housewives and overseas Pakistanis can all file.

Short answer for snippets: A filer in Pakistan is a taxpayer who has filed an income tax return and is listed on the FBR's Active Taxpayer List (ATL), which qualifies them for lower withholding tax rates.

Filer vs NTN Holder: Not the Same Thing

This confuses many people. Having an NTN does not automatically make you a filer.

An NTN is just your registration. Filer status comes from filing a return and being added to the ATL. You can hold an NTN for years and still be a non-filer if you never filed.

New to NTN? Our guide on how to get an NTN number in Pakistan walks you through it, and you can check your NTN with your CNIC online in minutes.

What Is a Non-Filer in Pakistan?

A non-filer is anyone whose name is not on the Active Taxpayer List. That includes people who:

  • never registered for tax,
  • registered but never filed a return,
  • filed late and have not yet been added to the ATL, or
  • had their status removed after missing a filing.

Being a non-filer is not illegal. You can still buy property, open a bank account and register a vehicle. But the law makes you pay a higher advance tax on those transactions.

Short answer for snippets: A non-filer in Pakistan is a person not on the FBR's Active Taxpayer List. Non-filers can still transact, but they pay higher withholding tax on property, vehicles, banking and other activities.

The "Late Filer" Category Is Gone for Property

Until recently, Pakistan effectively had three tiers: filer, late filer and non-filer. The Finance Act 2026 removed the separate late-filer rate for property taxes under Sections 236C and 236K.

The result is simpler. For property, you are either on the ATL or you are not. Once a late filer is on the ATL, the filer rate applies.

Filer vs Non-Filer: Key Differences

Here is the difference at a glance, without the jargon:

  • Tax rates: Filers pay standard withholding rates. Non-filers usually pay double, and on some items more.
  • Property: Filers pay a flat low rate. Non-filers pay a steep penal rate.
  • Banking: Filers avoid the cash withdrawal tax. Non-filers face it on large daily withdrawals.
  • Vehicles: Non-filers pay a much higher advance tax at registration.
  • Refunds and adjustments: Filers can adjust or claim back advance tax through their return. Non-filers have no return to claim it against.
  • Credibility: A filing history helps with bank loans, visas, business tenders and property deals.
Why it matters: Withholding tax is deducted before you ever see the money. Your status is checked on the date of the transaction, so waiting until after you pay is too late.

Filer vs Non-Filer Tax Rates for 2026-27

Now the part everyone searches for. These rates apply for Tax Year 2027 (1 July 2026 to 30 June 2027) under the Finance Act 2026.

A fair warning first: rate cards change, and published summaries sometimes disagree. Where figures differ across sources, I show a range and tell you where to verify. The official reference is the FBR Withholding Tax Rate Card for Tax Year 2027.

You can also test your own numbers with our free withholding tax calculator.

Property Purchase and Sale Tax

Property is where the filer advantage is biggest. The Finance Act 2026 simplified the system into flat rates for filers.

Buying property (Section 236K, paid by the buyer):

  • Filer: 1.25% of the property value, whatever the price
  • Non-filer: 10.5% up to Rs 50 million
  • Non-filer: 14.5% from Rs 50 million to Rs 100 million
  • Non-filer: 18.5% above Rs 100 million

Selling property (Section 236C, paid by the seller):

  • Filer: 2.75% of the gross sale value
  • Non-filer: roughly 11.5%

Let's make that real. Say you buy a plot worth Rs 30 million.

As a filer: 1.25% of Rs 30 million = Rs 375,000
As a non-filer: 10.5% of Rs 30 million = Rs 3,150,000
Difference: about Rs 2.78 million

Now say you sell it for Rs 30 million:

As a filer: 2.75% = Rs 825,000
As a non-filer: about 11.5% = Rs 3,450,000

These are advance taxes, adjustable against your final liability if you file a return. Our property transfer tax calculator does the sums for your exact property value. For gains on property, see our guide to capital gains tax in Pakistan.

Bank Profit and Cash Withdrawal Tax

Banks deduct tax on two things: the profit you earn and the cash you take out.

Profit on bank deposits (Section 151):

Non-filers pay roughly double the filer rate. The exact figures vary between published rate cards. Filers are shown at 15% to 20%, and non-filers at 30% to 40%, depending on the source and the profit band. For most individuals, this deduction is the final tax on that profit. The official FBR rate card is the one to trust here.

Cash withdrawals (Section 231A/231AB):

  • Filer: nil, regardless of amount
  • Non-filer: about 0.6% to 0.8% of cash withdrawn once the daily total passes Rs 50,000

The threshold works on the daily aggregate, not a single withdrawal. Splitting your withdrawal into smaller pieces on the same day won't help.

An example: a non-filer withdrawing Rs 500,000 in cash loses roughly Rs 3,000 to Rs 4,000. A filer loses nothing.

Want the full picture? Our guide on bank transaction tax and cash withdrawal tax in 2026 covers it, and the bank transaction tax calculator gives you a number fast.

Vehicle Registration and Transfer Tax

When you register or transfer a car, advance tax under Section 231B applies. It depends on engine capacity, and the rule of thumb is simple: non-filers pay roughly double to triple the filer rate.

One published schedule shows these examples as a percentage of vehicle value:

  • Up to 850cc: about 0.5% (filer) vs 1.5% (non-filer)
  • 1,301cc to 1,600cc: about 2% vs 6%
  • 1,801cc to 2,000cc: about 5% vs 15%
  • Above 3,000cc: about 12% vs 36%

Treat these as indicative, since schedules differ by source and by vehicle type. Always confirm the figure for your engine size with the excise office or the FBR card.

There are also provincial token taxes and capital value tax. Read our guide on car registration tax and CVT fees in Pakistan 2026, or use the vehicle capital value tax calculator.

Dividend and Other Withholding Taxes

The "non-filers pay double" pattern repeats across many other payments. Here are some common ones for Tax Year 2027:

  • Dividends (general category): 15% for filers, 30% for non-filers
  • Dividends from IPPs: 7.5% for filers, 15% for non-filers
  • Supply of goods (companies): 5% for filers, 10% for non-filers
  • Specified services: 7% for filers, 14% for non-filers
  • IT and IT-enabled services: 4% for filers, 8% for non-filers
  • Social media income (new): 5% for filers, 10% for non-filers

That last one matters for creators. If you earn from YouTube, Facebook, Instagram or TikTok, read our guides on freelancer tax in Pakistan 2026 and income tax for online earners.

Advance Tax vs Final Tax: What's the Difference?

Most withholding is advance (adjustable) tax. It is a prepayment that gets credited against your yearly tax bill. Some deductions are final tax, meaning that's the end of it for that income.

This matters because a filer can often claim back extra advance tax as a refund. Learn how in our guide to claiming a tax refund from the FBR, and see who pays advance tax and when.

Benefits of Becoming a Filer in Pakistan

Saving tax is only the beginning. Here is what filer status really gives you.

  1. Lower tax on big purchases. Property and vehicles are where you save the most.
  2. No cash withdrawal tax. Your money stays yours.
  3. Lower tax on bank profit. Your savings grow faster.
  4. Refund and adjustment rights. You can recover excess advance tax.
  5. Legal clarity. Your income is documented, which protects you in audits and disputes.
  6. Easier finance. Banks, embassies and business partners trust filers more.
  7. Better business access. Many tenders and contracts require active filer status.
Is it worth becoming a filer? For almost everyone who buys property, owns a car, keeps savings in a bank or earns above the exemption threshold, yes. One property deal can pay for decades of filing.

Who Can Become a Filer?

Almost anyone can.

  • Salaried persons: Yes. Your employer deducts tax, but filing a return is what puts you on the ATL. See the current income tax slabs for salaried persons.
  • Business owners: Yes, as an individual, AOP or company.
  • Freelancers: Yes, and it's strongly worth it.
  • Students and housewives: Yes. You can file even with little or no income, and a nil return still creates a record.
  • Overseas Pakistanis: Yes, and special rules may apply. Read about overseas workers and FBR NRP rules.

How Long Does It Take?

Registration on IRIS is usually quick. The ATL is updated periodically, so you may need to wait for your name to appear after filing. Check the ATL page for the latest update date rather than assuming it is instant.

Can You Become a Filer After the Deadline?

Yes. The deadline for individuals for Tax Year 2026 was 30 September 2026, unless extended. Missing it does not close the door. You can still file a late return, though a penalty may apply. Compare your options in our guides on the income tax return deadline, why the FBR extends deadlines, and late return penalties.

Filed something wrong? You can fix it. See how to revise an income tax return on IRIS.

Documents Required for FBR IRIS Registration

Keep these ready before you start:

  • Valid CNIC (or NICOP for overseas Pakistanis)
  • Active mobile number registered in your name
  • Working email address
  • Latest salary slips or an employer certificate (for salaried people)
  • Bank statements and bank account details
  • Business details and income records (for business owners and freelancers)
  • Property, vehicle and asset details for the wealth statement
  • Utility bills (sometimes needed for address proof)

A tidy folder of these documents makes filing much faster, and much less stressful.

What Happens If You Don't File?

Skipping your return has real costs:

  • Higher withholding tax on property, vehicles, banking and more
  • No ability to claim back advance tax
  • Possible FBR notices and penalties
  • Trouble with bank loans, visas and business deals

If you do receive a notice, don't panic. Our guide on FBR tax notices explained shows how to respond calmly and correctly.

Filer vs Non-Filer FAQs

What is the difference between a filer and a non-filer in Pakistan?

A filer is listed on the FBR's Active Taxpayer List after filing a return. A non-filer is not listed. Non-filers pay higher withholding tax on property, vehicles, banking and other transactions.

Who is considered a filer in Pakistan?

Anyone who has filed an income tax return and appears on the ATL, whether salaried, self-employed, a business owner, a student or an overseas Pakistani.

Do filers pay less tax than non-filers?

On withholding taxes, yes. Non-filers usually pay double the filer rate, and for some transactions such as property and vehicles, much more.

How can I check my filer status online?

Visit the FBR's Active Taxpayer List page, enter your CNIC or NTN, and read your status.

Does having an NTN automatically make me a filer?

No. An NTN is registration only. You become a filer by filing your return and being added to the ATL.

Can a salaried person become a filer?

Yes. Salaried individuals file a return on IRIS, which adds them to the ATL.

Can a non-filer buy property in Pakistan?

Yes. But a non-filer pays a much higher advance tax under Section 236K, from 10.5% up to 18.5% depending on property value.

Can a non-filer register a vehicle?

Yes, but at a higher advance tax under Section 231B, typically two to three times the filer rate.

Is it worth becoming a filer in Pakistan?

For most people, yes. The savings on property, vehicle and banking transactions usually far exceed the effort of filing.

Can I claim a refund of tax deducted?

Often yes. If advance tax exceeds your final liability, you can claim a refund through your return. Our tax refund guide explains how.
