How Much Tax Do You Pay to Register a Car in Pakistan? CVT, Token Tax & Fees Explained (2026)Tax Tips
Registering a car in Pakistan involves four separate charges: advance income tax (Section 231B), Capital Value Tax (CVT) on certain vehicles, a provincial or ICT registration fee, and annual token tax. Filers pay far less than non-filers, and the final bill depends on engine size, invoice value and your city.

You are standing in a showroom. The price on the sticker looks fine. Then the dealer says "registration alag lagegi" and the number in your head stops making sense.

This is what most buyers go through. Vehicle tax in Pakistan is not one tax. It is several small and large charges collected by different authorities, and each follows its own rule.

This guide explains all of them in plain language. It covers what CVT is, how it differs from token tax, what changed after the Finance Act 2026, and what you should budget in Islamabad, Karachi, Lahore, Multan and other cities. Gari registration par kitna tax lagta hai? Let's work it out.

What Is CVT in Car Registration?

Capital Value Tax (CVT) is a tax on the value of certain assets rather than on income. Pakistan introduced it through the Finance Act 2022. It covers specified assets, including motor vehicles above a set engine size.

For vehicles, the rule that has been widely reported is simple. CVT is charged at 1% of the vehicle's value when the engine capacity exceeds 1300cc, or when an electric vehicle's battery exceeds 50kWh. For imported vehicles the base value is the import value. For locally bought cars it is the invoice value.

The registration authority collects it, typically at registration or at the transfer of ownership. Reanda International's summary of the Finance Act 2022 also notes that the tax is collected over a period of five years. The detail is worth checking against the current Act before you rely on it.

Simple way to remember it: CVT is about what your car is worth, not what you earn. A cheaper local car under 1300cc generally does not attract it. A pricier, larger car usually does.

You can read the original budget documents on the Federal Board of Revenue (FBR) website.

If you want a number for your own car, ETTC has a free Capital Value Tax vehicle calculator. It works faster than doing the arithmetic yourself.

Why Vehicle Tax in Pakistan Confuses So Many Buyers

There are three reasons.

1. Different authorities collect different taxes.
FBR controls advance income tax and CVT rules. The Excise & Taxation department in your province, or in Islamabad, handles registration fees and token tax. Customs controls duties on imported vehicles.

2. The rules change every budget.
Almost every year the Finance Act changes slabs, rates or the base on which tax is calculated. The 2024–25 budget, for example, moved advance tax on vehicles toward a value-based system. If you want the full picture of recent shifts, read ETTC's explainer on Budget 2026-27 tax changes in Pakistan.

3. Your filer status changes everything.
Being on the Active Taxpayer List (ATL) can cut your registration tax to a third of what a non-filer pays. More on that below.

The Four Charges You Pay When Registering a Car

Think of your registration bill as four buckets.

  1. Advance income tax collected under Section 231B of the Income Tax Ordinance
  2. Capital Value Tax (CVT) where the vehicle qualifies
  3. Registration fee and number plate charges collected by the excise authority
  4. Annual token tax, paid every year after registration

Let's take each one apart.

1. Advance Income Tax on Vehicle Registration (Section 231B)

When you register a new vehicle, the registering authority collects advance income tax from you. It is not an extra penalty. It is an adjustable advance tax, which means a filer can usually claim it against their tax liability when filing a return.

The amount depends on three things:

  • Engine capacity in cc
  • The value of the vehicle
  • Whether you are a filer or a non-filer

According to third-party calculators built on the 2026-27 rate schedules, the filer percentages climb with engine size. A car up to 850cc is charged around 0.5% of value. A 1001–1300cc car is around 1.5%. A 1301–1600cc car is around 2%. Large cars in the 2001–2500cc band are around 7%, and 2501–3000cc cars are around 9%.

Non-filers pay roughly three times those rates. That is how a 2001–2500cc car can attract about 21% for a non-filer against about 7% for a filer.

Verify before you pay. Exact percentages are set by the Finance Act each year. Check the current Second Schedule on FBR's site, or ask a tax professional before quoting a figure to a client.

To understand how this tax works in general, ETTC's guide on advance tax in Pakistan: who pays and when is a good starting point. It also helps to read ETTC's overview of FBR withholding tax rates in Pakistan, because registration tax is a form of withholding.

2. Filer vs Non-Filer: Why Your Status Matters So Much

This is the biggest money lever in the whole process.

A filer is a person whose name appears on FBR's Active Taxpayer List (ATL). A non-filer is anyone who is not on that list on the date of registration.

Here is a practical example. Suppose a buyer registers a 1300cc car with an invoice value of Rs 4,000,000.

  • If advance tax for a filer in that band is about 1.5%, the tax comes to about Rs 60,000.
  • If the non-filer rate is three times that, about 4.5%, the tax comes to about Rs 180,000.

The difference is Rs 120,000 on a modest car. On a bigger, costlier car, the gap grows into the millions.

So, filer ko kitna tax lagta hai aur non filer car tax kitna hai? The honest answer is that non-filers pay a multiple of what filers pay. The multiple is the part that hurts.

What you can do:

3. Token Tax: The Yearly Cost After Registration

Token tax is a provincial or ICT levy you pay every year to keep the vehicle legally on the road. It is separate from CVT and from advance tax.

CVT vs Token Tax: The Difference

CVT: a federal tax linked to the value of a qualifying vehicle, collected through the registration process.
Token tax: an annual motor vehicle tax collected by the excise department, based on engine capacity or invoice value depending on the province.

If someone asks "CVT and token tax difference kya hai?", this is the short version. They are two different taxes collected by two different bodies for two different purposes.

What Changed in Islamabad After the Finance Act 2026?

The Finance Bill 2026 on FBR's website amended the token tax schedule for the Islamabad Capital Territory (ICT). The table in the bill shows the following for private cars:

  • Up to 1000cc: a fixed amount of Rs 20,000
  • 1001cc to 1300cc: 0.25% of invoice value
  • 1301cc to 1500cc: 0.25% of invoice value
  • 1501cc to 2000cc: 0.25% of invoice value
  • 2001cc to 2500cc: 0.35% of invoice value
  • Above 2500cc: 0.35% of invoice value

You can read the original schedule in the Finance Bill 2026 (PDF) on FBR.

That is a real shift. Earlier, Islamabad used fixed engine-capacity slabs. Under the new model, the invoice value drives the bill. Third-party explainers have noted that this made token tax noticeably higher for popular mid-size cars.

Example: A car with an invoice value of Rs 5,000,000 in the 1501–2000cc band would pay 0.25%, which is Rs 12,500 a year. A car with the same value in the 2001–2500cc band would pay 0.35%, which is Rs 17,500 a year.

How Provinces Compare

Provinces do not all follow the same system. Reporting on the 2026 changes indicates that Islamabad and Punjab use invoice value with percentage bands. Sindh, Khyber Pakhtunkhwa and Balochistan continue to use engine-capacity-based fixed annual amounts. Because this changes through provincial finance acts, always check the live schedule on the official portal:

If you need help with the ICT side, ETTC's guide on Excise & Taxation Islamabad: online verification and tax payment walks through the process step by step.

4. Registration Fee, Number Plate and Smart Card Charges

The registration fee is a one-time charge when a vehicle is first registered. It covers the registration certificate (the smart card or registration book), the number plate and related processing.

Most buyers find this the smallest part of the bill. It is usually a few thousand to tens of thousands of rupees depending on engine size and province. Some dealers also add a separate dealer fee or documentation charge. Ask for it in writing, because it is not a government charge.

For the exact fee in your city, use the excise portal or visit the local office. The fee structure is revised from time to time, so do not rely on a number you heard from a friend two years ago.

Is CVT Applied on Every Car?

No. This is a common misunderstanding.

  • CVT as introduced in 2022 applies to vehicles above 1300cc (and EVs above 50kWh battery capacity).
  • Smaller locally manufactured cars generally fall below the threshold.
  • Imported vehicles are assessed on import value, and customs handles collection at the border.

So, is there CVT on a 1000cc car? In most cases, no. Is there CVT on a 1600cc or 1800cc car? Under the rule as reported, yes. Capital value tax on a 1000cc car registration is generally not the issue. Advance tax and token tax are.

For hybrids and electric vehicles, the battery capacity and the engine capacity both matter. Because hybrid and EV rules have changed in recent budgets, confirm the current treatment before you buy.

Is CVT a One-Time Tax?

Not exactly. For motor vehicles, reporting on the Finance Act 2022 describes CVT being collected over a five-year period, not as an endless annual tax. Ownership transfer is also a trigger point, since the tax is collected by the registration authority at registration or when ownership changes.

The safest approach is to ask the excise office whether any CVT balance remains on a used car before you buy it. This is the most overlooked step in used-car deals.

Who Pays CVT: The Buyer or the Dealer?

In practice, the buyer ends up paying. The authority collects it at registration, and the dealer will usually add it to your total. If you are buying on invoice, make sure the invoice shows all taxes separately so you can see what you are paying for.

Dealer pricing can hide these costs in a bundled "on-money" figure. Always ask for a breakdown. If the dealer cannot explain each line, treat that as a warning.

Total Cost of Registering a Car in Pakistan: A Worked Example

Let's build a realistic example. These numbers are illustrations only, not a quote.

Car: A 1300cc locally assembled sedan
Invoice value: Rs 4,000,000
Buyer: An active filer in Islamabad

Step 1: Advance tax. At roughly 1.5%, this is about Rs 60,000.
Step 2: CVT. At the 1300cc threshold, CVT generally applies above this line, not at it, so it would not apply here.
Step 3: Token tax. Under the 2026 ICT schedule, a 1001–1300cc car pays 0.25% of invoice value, which is Rs 10,000 a year.
Step 4: Registration fee and plates. A one-time amount set by the excise office.

Now change one detail. Make the same buyer a non-filer. The advance tax jumps to about Rs 180,000. Nothing else about the car changed.

Now change a different detail. Make the car a 1500cc model above the CVT threshold at the same invoice value. CVT at 1% would add about Rs 40,000 on top.

The lesson is simple. Three variables control your bill: engine size, invoice value and filer status.

Car Registration Tax by City

The federal taxes are the same everywhere. The province-level pieces, such as fees and token tax, are what differ.

Islamabad (ICT)

Islamabad follows the ICT excise rules. After the Finance Act 2026, token tax uses the invoice-value model described above. Many buyers search for "ICT excise car registration" and "Islamabad number plate fee", and these are handled at the ICT Excise offices and through the online system.

If you work with tax or finance in the capital, you may also want a professional edge. ETTC runs training in the city. See the withholding tax course in Islamabad.

Karachi (Sindh)

Sindh follows its own excise schedule, which has historically used engine-capacity-based annual amounts. Buyers searching "token tax Karachi" or "car registration Karachi fee" should check the Sindh excise portal for the current rates. Excise offices in areas like Clifton, Gulshan and North Nazimabad handle transactions.

Karachi professionals can look at the withholding tax course in Karachi.

Lahore (Punjab)

Punjab uses its own motor vehicle taxation schedule. Reporting on 2026 indicates it also follows an invoice-value approach with percentage bands. The Punjab Excise e-Pay system lets you pay token tax online. See the Punjab Excise portal for the live rates.

Lahore learners can explore the withholding tax course in Lahore.

Multan and Other Punjab Cities

Multan, Faisalabad, Rawalpindi, Gujranwala, Sialkot, Bahawalpur and Sargodha all fall under Punjab Excise. The rules are the same as Lahore. The difference is only which local office you visit. Searches like "token tax Multan" and "car registration Multan" will lead you to the same Punjab portal.

Peshawar, Quetta, Hyderabad and Sukkur

Khyber Pakhtunkhwa, Balochistan and interior Sindh follow their own provincial excise departments. Their schedules have been engine-capacity based. Check the relevant provincial portal for current numbers, because these are revised through provincial finance acts.

CVT on Imported Vehicles

If you import a vehicle, the cost stack is heavier. Customs duty, regulatory duty, sales tax and advance income tax are added at the border, and CVT is assessed on import value where it applies. Because duty structures on imported and hybrid vehicles have changed repeatedly, you should speak to a customs expert before committing.

If this area interests you professionally, ETTC offers a custom duty and trade course. It covers how duties, taxes and valuation fit together.

CVT on New Cars vs Used Cars

For a new car, registration triggers advance tax, any applicable CVT, the registration fee and the first token tax payment.

For a used car, the main event is ownership transfer. You pay a transfer fee and a transfer-related advance tax. Any outstanding CVT balance should be checked with the excise office. Used-car transfer tax is usually a flat base amount by engine band, and non-filers pay much more.

Practical tip: Before buying a used car, run a vehicle verification on the excise portal. Confirm the registration, check for unpaid tax and look for any legal flags.

How to Calculate Vehicle Tax in Pakistan

Here is the method in four steps.

  1. Find the invoice value of the car, including all duties and taxes.
  2. Note the engine capacity in cc, or the battery size for an EV.
  3. Check your filer status on the ATL.
  4. Apply the rates from the current Finance Act and your province's excise schedule.

Or skip the arithmetic. Use ETTC's Capital Value Tax vehicle calculator and the wider set of free tax calculators to run the numbers in seconds.

How to Register a Car in Pakistan: Step by Step

Here is the usual process.

  1. Collect the documents. You need the dealer invoice, your CNIC, a passport-size photograph, proof of NTN or filer status, and the sales certificate or import papers.
  2. Complete biometric verification. Most excise offices need your fingerprint and CNIC verification.
  3. Pay the advance tax and applicable CVT. Use the e-Pay system or an authorised bank challan.
  4. Pay the registration fee and number plate charges.
  5. Submit the file to the excise office. The authority verifies and processes it.
  6. Receive your smart card, registration certificate and plates.
  7. Set a reminder for annual token tax. Many owners forget this and pay penalties later.

How Long Does Car Registration Take?

It depends on the city and the load at the office. Many registrations complete within a few days to a couple of weeks when the paperwork is clean. Delays usually come from missing documents or an unverified filer status.

Documents Required for Car Registration

  • Original CNIC and copies
  • Dealer invoice or customs clearance papers
  • Sales tax invoice
  • Passport-size photographs
  • Proof of NTN or ATL status
  • Insurance or other papers if the excise office requests them

Can I Pay CVT and Token Tax Online?

Yes, in most cases. Punjab, Sindh and ICT all offer online or bank-linked payment of token tax. The Punjab Excise e-Pay system is one of the best-known. For CVT collected during registration, the payment is typically made along with your registration challan.

What to do:

  • Use only the official excise portal.
  • Keep the digital payment receipt.
  • Verify the payment status after a day or two.

Never pay through an unofficial agent link. Scam pages that imitate excise portals are common.

What Happens If You Don't Pay Token Tax?

Unpaid token tax builds up penalties. You may also face fines at checkpoints, difficulty with ownership transfer and complications when you sell. Some provinces run campaigns to recover defaults, and vehicles with unpaid dues can be stopped.

The fix is simple. Pay on time, keep proof, and check your vehicle status each year.

Why Budget Changes Matter for Car Buyers

Every budget season, car buyers should watch three things:

  • Changes in advance tax percentages
  • Changes in CVT thresholds, especially for EVs and hybrids
  • Changes to provincial token tax formulas

The Finance Act 2026 showed how big a shift can be. A move from engine-based to value-based token tax raised costs for many mid-range cars. Reading the budget summary before you buy is cheap protection. Start with ETTC's Budget 2026-27 tax changes guide and the direct vs indirect tax explainer to see where vehicle taxes fit in the larger system.

Smart Ways to Reduce Your Car Registration Tax Legally

You cannot avoid the tax. You can avoid paying more than you should.

  1. Become a filer first. This single step has the largest effect. Do it before you book the car.
  2. Check ATL status on the day of payment. Your name needs to be on the list when you pay, not later.
  3. Compare engine bands. A car just above a threshold can cost noticeably more in tax than one just below it.
  4. Ask for the full cost breakdown from the dealer in writing.
  5. File your return and claim adjustments. Advance tax is generally adjustable, so keep the receipts.
  6. Use a tax professional if the purchase is large or involves a company.

If you are buying through a company, the tax picture changes. Read ETTC's corporate tax guide for Pakistan 2026 before you decide whose name goes on the registration.

Common Mistakes Car Buyers Make

  • Assuming the dealer's "on-money" figure includes all taxes
  • Registering before checking ATL status
  • Forgetting that token tax repeats every year
  • Skipping vehicle verification on a used car
  • Using outdated rate information from old blog posts or social media
  • Not keeping payment challans

For business owners, these slips scale up quickly. See ETTC's piece on tax mistakes Pakistani businesses make in 2026.

Why Learn Tax Properly? The Career Angle

Here is something most car buyers do not realise. The same skills that help you read a registration bill are the skills tax professionals use every day. Advance tax, withholding, filer status and valuation are core topics in Pakistan's tax practice.

Demand for people who understand them is strong. Companies, dealers, importers and individuals all need clear advice. If you are curious about the career side, see ETTC's guides on how to become a tax consultant in Pakistan and tax consultant salary in Pakistan.

Frequently Asked Questions

What is CVT in car registration?

CVT, or Capital Value Tax, is a tax on the value of certain assets. For vehicles, it has been reported at 1% of value for cars above 1300cc, or EVs above 50kWh battery capacity. The registration authority collects it.

How much is CVT on a new car in Pakistan?

Under the rule as reported from the Finance Act 2022, it is 1% of the vehicle's value for qualifying vehicles. A Rs 6,000,000 qualifying car would attract about Rs 60,000. Confirm the current rule before paying.

Is CVT a one-time tax?

For vehicles, it has been described as collected over five years, not as a forever annual tax. Check with the excise office whether any balance remains, especially when buying a used car.

What is the difference between CVT and token tax?

CVT is a federal tax tied to a qualifying vehicle's value. Token tax is an annual provincial or ICT tax paid to keep the vehicle legally on the road.

How much is the car registration fee in Pakistan?

It is a one-time fee set by the provincial or ICT excise authority. The amount varies by engine size and province, so check the official portal for the current figure.

Do filers pay less tax on car registration?

Yes. Filers pay a much lower advance tax rate than non-filers. Non-filer rates are commonly about three times the filer rate.

How do I calculate vehicle tax in Pakistan?

Take the invoice value, engine capacity and filer status, then apply the current rates. Or use ETTC's free vehicle tax calculator.

Is CVT applied on every car?

No. It generally applies only above the 1300cc threshold for cars, or above 50kWh for EVs.

How much tax is charged on a 1000cc car registration?

Advance tax for filers in the small-engine bands is a low percentage of value. CVT generally does not apply under 1300cc. For Islamabad token tax, the Finance Bill 2026 lists a fixed Rs 20,000 for up to 1000cc.

Is CVT different in Punjab, Sindh and Islamabad?

CVT is federal, so the rule is the same. Token tax and fees differ by province and ICT.

Can I pay CVT online?

Yes, through the official excise or bank payment systems used during registration. Token tax can be paid online in Punjab, Sindh and ICT.

How long does car registration take?

Usually a few days to a couple of weeks when documents are complete.

What documents do I need to register a car?

CNIC, dealer invoice or customs papers, photographs, proof of NTN or filer status, and biometric verification.

What happens if I don't pay token tax?

You face penalties, possible fines and trouble with transfer or resale.

Is there CVT on used car transfer?

Check with the excise office. Transfer triggers a transfer fee and tax, and any outstanding CVT balance should be cleared.

Conclusion: Know the Numbers Before You Sign

Registering a car in Pakistan costs more than the sticker price suggests, but it is not mysterious. Four charges make up the bill: advance tax, CVT where it applies, registration fees and yearly token tax. Your filer status, engine size and invoice value decide how big each one is.

Before you book your next car, do three things. Check your ATL status. Run the numbers through a calculator. Ask the dealer for a written cost breakdown.
