Agricultural Income Tax Pakistan 2026: Punjab, Sindh & KPKTax Tips

Many farmers and landowners think agricultural income is "tax-free" in Pakistan. That was mostly true for decades. It is not true any more.

Since 1 January 2025, all four provinces tax farm income under a mostly uniform scale. The first Rs600,000 is tax-free. After that, rates climb in steps from 15% to 45%. The federal government still exempts farm income from federal income tax, but you are expected to declare it.

This guide explains who pays, how much, who collects, and how to file. It also covers the mistakes that bring notices.

Is Agricultural Income Taxable in Pakistan? (Quick Answer)

Yes. Agricultural income is exempt from federal income tax under Section 41 of the Income Tax Ordinance 2001, but each province taxes it under its own law. In 2026, individuals pay nothing on the first Rs600,000 of annual farm income. Higher slabs run from 15% to 45%. Companies that farm pay a flat 20% (small) or 29% (others).

That answer is the core of this article. The rest is detail you can act on.

Why Agricultural Income Tax Matters More in 2026

Three things changed the picture.

First, the IMF. Pakistan's recent IMF programme required provinces to align their farm tax regimes with the federal personal and corporate income tax systems. Provinces agreed, as Dawn reported, to bring their laws in line and to start collecting under the new regime. You can read more about the lender's role on the IMF's Pakistan page.

Second, the old loophole. Business owners used to park non-farm income in the "agricultural" bucket to get lower rates. Alignment with federal slabs was meant to close that gap.

Third, enforcement is catching up. According to Dawn's July 2026 analysis, about 445,000 taxpayers declared Rs306 billion of agricultural income for tax year 2025. Provinces collected only around Rs5.62 billion in the 2025-26 fiscal year, roughly 2% of what was declared.

That gap is exactly why provinces are now using satellite imagery, drone surveys and active taxpayer lists. If you farm and you have an FBR record, your declared farm income is already visible to provincial authorities.

Federal vs Provincial: Who Collects Agricultural Income Tax?

This is the most confused point, so let's clear it up.

  • FBR (federal): Does not tax agricultural income. You still report it in your annual return and wealth statement.
  • Provinces: Own the tax. Each province has its own law, rules and collecting authority.

Under the 18th Amendment's division of taxes, agriculture sits with the provinces. That is why you may deal with two offices: the FBR for your return, and a provincial authority for the farm tax itself.

Rule of thumb: Declare farm income to the FBR. Pay farm tax to your province.

For the bigger picture of how these systems differ, see our explainer on direct vs indirect tax in Pakistan.

How Agricultural Income Is Defined

Agricultural income broadly means income from land used for farming. It typically includes:

  • Crops such as wheat, rice, sugarcane, cotton and maize
  • Orchards and fruit farms (mango, citrus, dates)
  • Rent or revenue received from agricultural land
  • Produce sold directly from the farm

Income from a flour mill, a cold-storage business or a food-processing unit is generally not agricultural income. It is business income and is taxed federally.

Tenants and lessees: If you lease land and farm it, the income you earn from the farm is farm income. The landowner's rent is also treated as agricultural income, not as federal rental income. Your province's rules decide who files, so confirm this before you sign a lease.

Not sure how rent is treated elsewhere? Compare it with tax on rental income in Pakistan.

The Common Rate Scale for Individuals and AOPs (2026)

Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan now use the same income scale for individuals and associations of persons (AOPs). This is the core scale:

Up to Rs600,000: 0%
Rs600,001 – Rs1,200,000: 15% of the amount above Rs600,000
Rs1,200,001 – Rs1,600,000: Rs90,000 + 20% of the amount above Rs1,200,000
Rs1,600,001 – Rs3,200,000: Rs170,000 + 30% of the amount above Rs1,600,000
Rs3,200,001 – Rs5,600,000: Rs650,000 + 40% of the amount above Rs3,200,000
Above Rs5,600,000: Rs1,610,000 + 45% of the amount above Rs5,600,000

You can verify the Sindh version in the SRB's published rates schedule.

A simple worked example

Say your net agricultural income is Rs2,000,000.

  • First Rs600,000: nil
  • Next Rs600,000 (up to Rs1.2 million) at 15%: Rs90,000
  • Next Rs400,000 (up to Rs1.6 million) at 20%: Rs80,000
  • Remaining Rs400,000 at 30%: Rs120,000

Total tax: about Rs290,000. The slab table's shortcut gives the same answer: Rs170,000 + 30% of Rs400,000 = Rs290,000.

Companies that farm

Corporate farming does not get the Rs600,000 allowance. Reported rates are:

  • Small company: 20% flat
  • Other companies: 29% flat

Super tax on very high farm income

A super tax applies to very large agricultural incomes. At the federal level, the 2026-27 budget raised the super tax threshold to Rs500 million and cut the top rate to 8% from 10%. Provinces have responded differently, which we cover below. For background on the federal rule, read our guide to super tax under Section 4C.

Province-by-Province Rules

The scale above is shared, but the administration is not. This is where Punjab, Sindh and KPK differ most.

Punjab agricultural income tax

Law: Punjab Agricultural Income Tax Act 1997, heavily amended in 2024 and 2025.

Who collects: The Punjab Board of Revenue, through its field officers. See the Punjab Board of Revenue for forms and notices.

What stands out in 2026:

  • Punjab keeps an advance tax on land. For 2026-27, holdings above 12.5 acres pay a flat Rs1,000 per acre. This replaces the old Rs300 to Rs500 slab system.
  • Advance tax on irrigated orchards rose from Rs600 to Rs1,000 per acre. Non-irrigated orchards rose from Rs300 to Rs500 per acre.
  • Punjab's 2026-27 collection target is Rs12.5 billion, so expect stronger enforcement.
  • The status of the Punjab super tax on farm income is unclear. Dawn noted unconfirmed reports that it may be abolished. Check the latest notification before you file.

Farmers in Lahore, Multan, Faisalabad, Sahiwal, Bahawalpur, Sargodha and Gujranwala fall under this regime. Growers of cotton in the south and wheat in central Punjab are the main targets of land-record checks.

Sindh agricultural income tax

Law: Sindh Agricultural Income Tax Act 2025, in force from 1 January 2025, with the Sindh Agricultural Income Tax Rules 2025.

Who collects: The Sindh Revenue Board (SRB), not the Board of Revenue. This makes Sindh different from the other provinces. Register and file through the SRB website.

What stands out:

  • Every liable landowner must register with the SRB and e-file returns, according to Business Recorder's report on the rules.
  • The older area-based advance tax has been abolished, and for 2026-27 the advance agricultural tax provision is gone too. Sindh is shifting toward assessment-based taxation.
  • Livestock was excluded from the tax under the 2025 law.
  • Sindh aligned its super tax with the federal change: top rate of 8% on income above Rs500 million for 2026-27.
  • Late-filing penalties were rationalised to encourage compliance.

If you farm in Hyderabad, Sukkur or Larkana, or own land on the edge of Karachi (Malir and Gadap), this is your regime.

Filing deadline: The rules set 30 September after the tax year ends. The SRB has extended it before, and reports point to an extension to 31 October 2026 this year. That is today. Check the SRB portal immediately if you have not filed.

Karachi-based landowners can also look at our Karachi FBR income tax course page to understand how farm income sits inside a full return.

Khyber Pakhtunkhwa (KPK) agricultural income tax

Law: Khyber Pakhtunkhwa Agricultural Income Tax Act 2025, passed by the assembly in January 2025.

Who collects: The provincial Board of Revenue and its land revenue staff.

What stands out:

  • KPK uses a zone-based fixed tax per acre system alongside the income slabs. Land is divided into zones, with different per-acre rates.
  • The exemption threshold for land is 12.5 acres.
  • Per-acre rates have been the subject of dispute. Confirm the current notified rates with your patwari or the Board of Revenue before paying.
  • In the 2026-27 budget, KPK abolished the super tax on high-income agricultural earners.
  • Reported late-payment penalty is 0.1% per day.
  • The province built an agricultural income tax web portal for cashless payments, but Dawn reported it had not yet launched as of July 2026.

KPK's average farm is small, about 2.1 acres, so most small farmers fall below the land threshold. Landowners in Peshawar, Mardan, Swat, Abbottabad and D.I. Khan should still check whether income slabs apply.

Merged districts follow the provincial framework, but local land records may lag. Keep your own proof of cultivation.

"Higher-of" rule: In KPK and Balochistan, reports say you may pay the higher of the income-based tax or the land-based tax. Ask your tax adviser to run both numbers.

Balochistan agricultural income tax

Law: Balochistan Tax on Land and Agricultural Income Ordinance 2000, amended in 2025.

Balochistan broadly follows the harmonised scale. It has the largest average farm in the country (about 16.1 acres), yet the weakest transparency. As of Dawn's July 2026 report, the province had not released its 2026-27 budget white paper, so its latest AIT policy is unclear. If you farm near Quetta, ask the Board of Revenue for written confirmation of current rates.

Quick Comparison: How the Provinces Differ in 2026-27

Instead of a table, here is the short version:

Punjab: Board of Revenue collects. Flat Rs1,000 per acre advance tax above 12.5 acres. Super tax status unclear.
Sindh: SRB collects. Advance tax abolished. Super tax aligned to federal (8% top rate). Livestock excluded.
KPK: Board of Revenue collects. Zone-based per-acre tax. 12.5-acre threshold. Super tax abolished.
Balochistan: Follows the common scale. Limited public information for 2026-27.

Who Has to Pay, and Who Doesn't?

You likely need to pay or at least file if:

  • Your net annual agricultural income is above Rs600,000
  • You own land above the per-acre threshold in Punjab or KPK (12.5 acres)
  • You run a farming company or AOP
  • You lease out agricultural land and receive rent

You likely do not owe tax if:

  • Your income is below the exemption limit and your land is below the threshold
  • You are a small farmer with a few acres in KPK or Punjab

Even then, keep records. A province can ask you to prove that your income is below the limit.

What Expenses Can Farmers Deduct?

Tax applies to net agricultural income, meaning gross income minus allowable costs. Typical deductions include:

  • Seed, fertilizer and pesticide
  • Tube well and electricity costs
  • Hired labour and harvesting costs
  • Irrigation charges and water-related fees
  • Machinery repairs and fuel
  • Land revenue and other taxes paid on the land

Under Sindh's rules, an owner can use the cash method (income when received, expenses when paid) or the accrual method. Pick one and use it consistently.

Practical tip: Keep bills for everything. Weak records are the first thing an assessing officer challenges.

How to Register and File Agricultural Income Tax

The exact steps depend on your province, but the flow is similar everywhere.

Step 1: Confirm your tax year and income

Total your farm receipts and costs for the tax year. Separate farm income from any salary, rent or business income.

Step 2: Register with the right authority

  • Sindh: Register with the SRB using the notified form (AIT-01) through its portal.
  • Punjab and KPK: Register or file through the Board of Revenue or the land revenue office.
  • Balochistan: Contact the Board of Revenue.

Step 3: Get your NTN and CNIC details ready

You will need your CNIC and, in many cases, an NTN. If you don't have one yet, follow our guide to getting an NTN in Pakistan.

Step 4: File the provincial return

Sindh requires e-filing. The SRB also launched an online portal for registration and payment, according to Profit. Attach proof of payment if tax is due.

Step 5: Pay the tax

Pay through the channel your province specifies. Keep the receipt. Many notices happen because payment was made but not matched to the return.

Step 6: Declare the income in your FBR return

This step is the one people skip. Even though farm income is federally exempt, you should show it in your annual return and wealth statement. Our step-by-step income tax return guide walks you through it.

How to Show Agricultural Income on IRIS 2.0

Can you file agricultural income on IRIS 2.0? Yes, as exempt or separately reported income. You are not paying federal tax on it, but it must be visible.

Here is the simple process:

  1. Log in to FBR IRIS with your registration number and password.
  2. Open your annual income tax return for the relevant tax year.
  3. Enter agricultural income in the exempt or agriculture section of the income schedule.
  4. Report land, crops, and farm assets in your wealth statement.
  5. Check that any other income (salary, rent, business) is entered separately.
  6. Submit and save your acknowledgement.

New to the portal? Read our IRIS 2.0 features and navigation guide. If you hit access problems, see FBR IRIS login problems and solutions. You can also compare the older portal in eFBR vs IRIS.

Your wealth statement matters too. See our guide to wealth statement filing on IRIS for tax year 2026.

Important: The FBR return and the provincial return are separate filings. Filing one does not complete the other.

Does Farm Income Affect Your Other Taxes?

Yes, in a few ways.

Filer status. If you declare farm income in your FBR return, you remain on the active taxpayer list, which lowers withholding tax elsewhere. Learn the difference in filer vs non-filer rules for 2026 and how to check the Active Taxpayer List (ATL).

Multiple income sources. If you also earn salary or rent, your non-farm income is taxed federally. Read how multiple income sources are treated.

Withholding on farm inputs and sales. Fertilizer, pesticide and equipment purchases carry sales tax, and some produce sales attract withholding. See FBR withholding tax rates for the current picture.

Budget changes. Rates and thresholds shift every year. Review the Budget 2026-27 tax changes before you plan.

Penalties for Not Paying or Not Declaring

Non-compliance gets more costly each year. Common consequences include:

  • Late-filing penalties under the provincial law
  • Surcharge on unpaid tax (Punjab increased it in its amendments)
  • Daily penalties: KPK's reported rate is 0.1% per day
  • Concealment penalties if cultivated land is hidden (Sindh)
  • Reassessment over longer periods than before
  • Notices if your FBR declaration and provincial declaration don't match

The mismatch problem deserves attention. If you tell the FBR you earned Rs3 million from farming but filed nothing with your province, the data trail exists. Provinces are using shared records to chase exactly this.

Received a notice? Don't ignore it. Start with FBR tax notices explained and our guide to responding to an audit notice. Provincial notices follow a similar logic: read the section cited, collect records, and reply in time.

If you already filed and spotted an error, you can usually revise. Sindh's rules allow a revised return before assessment or within four years. For the federal side, see how to revise your income tax return on IRIS.

Is Agricultural Income Tax the Same as Land Revenue (Abiana, Malia)?

No.

  • Land revenue (malia) and abiana are older charges on land and water use. They are not the same as agricultural income tax.
  • Agricultural income tax is levied on the income you earn.
  • In Punjab and KPK, a per-acre land tax or advance tax also sits beside the income tax, so you may see both.

Paying abiana does not settle your farm income tax. Treat them as separate bills.

Common Mistakes Farmers and Landowners Make

  1. Assuming "exempt" means "no filing." Federal exemption still needs a declaration.
  2. Mixing business and farm income. Mill or trading profits are not farm income.
  3. Skipping the provincial return. The FBR will not file it for you.
  4. Poor records. No bills, no deductions.
  5. Using old rates. Pre-2025 slabs no longer apply in most cases.
  6. Missing deadlines. Extensions happen, but they are not guaranteed.
  7. Ignoring tenant and lessee rules. Leased land creates two parties with different filing duties.

Practical Tips to Stay Compliant

  • Keep a simple ledger: crop, acres, sale value, costs.
  • Photograph or scan fard, khasra and lease documents.
  • Run your numbers through the agricultural income tax calculator before the deadline.
  • If you own both farmland and rental property, also test your rental side with the rental income tax calculator.
  • File on time. Late penalties cost more than a consultant's fee.
  • Check the latest provincial notification each July. Rates and advance tax rules have changed every recent budget.

Why Learn Agricultural Taxation as a Career Skill?

Here is the opportunity side. Provinces now need documented farm income, and landowners need advisers who understand both FBR and provincial rules. That mix is rare.

A tax consultant who can handle IRIS 2.0, wealth statements and a provincial agricultural return serves a market that many general accountants avoid. Frequently Asked Questions

Is there tax on agricultural income in Pakistan?

Yes. Federal income tax does not apply to farm income, but every province taxes it. Since 1 January 2025, the four provinces use a common scale that is nil up to Rs600,000 and rises to 45% on income above Rs5.6 million.

Who collects agricultural income tax, the FBR or the provinces?

The provinces collect it. In Sindh, the Sindh Revenue Board does this. In Punjab, KPK and Balochistan, the Board of Revenue does. The FBR only needs you to declare the income in your return.

What is the exemption limit for agricultural income?

The common individual limit is Rs600,000 a year. In Punjab and KPK, land up to 12.5 acres is also treated as exempt from the per-acre tax. Companies do not get the Rs600,000 allowance.

Do small farmers pay tax in Pakistan?

Small farmers with income under Rs600,000 and land below the threshold generally pay no agricultural income tax. They should still keep records, since a province can ask for proof.

Do I need to file a return if I only have agricultural income?

If your farm income is above the exemption, you must file with your province. If you hold an NTN, you should also declare the income in your FBR return, even though it is exempt federally.

Do farmers need an NTN?

Not always for the provincial tax alone, but an NTN helps you declare income, stay on the active taxpayer list and avoid higher withholding. See how to get an NTN.

Is rental income from agricultural land taxable?

Rent from agricultural land is treated as agricultural income, so the provincial regime applies rather than federal rental tax. Rent from a house or shop is different and is taxed federally.

What happens if I don't declare agricultural income?

You risk provincial penalties, surcharge, reassessment and notices. Mismatches between your FBR declaration and provincial filing are a common trigger. Read about late return penalties.

When is the agricultural income tax return due?

In Sindh the rules set 30 September after the tax year, though extensions have been granted. Other provinces set their own dates. Check your province's latest notice, and see how FBR extends return deadlines for the federal side.

Why did the IMF ask Pakistan to tax agriculture?

The IMF wanted fairer taxation and a wider tax base. Farm income was lightly taxed and often used to shelter other income, so it asked provinces to align farm tax with federal slabs.

Conclusion: Treat Farm Income Like Real Income

Agricultural income is no longer a quiet corner of the tax system. The Rs600,000 exemption protects small farmers, but larger landowners face slabs up to 45%, per-acre charges and stricter enforcement.

Here is what to do this week:

  1. Total your farm income and costs for the year.
  2. Check your province's latest rate notification and deadline.
  3. File your provincial return.
  4. Declare the same figures on IRIS 2.0 and in your wealth statement.
